Results of the New Year's meeting of the Mountain Hunters Club

The traditional New Year's Eve party of the Mountain Hunters Club took place on 12 December. It was a record turnout, with nearly 170 Club members and guests from various regions of Russia, as well as Bulgaria, Belarus, Mongolia, Kazakhstan, Uzbekistan and South Africa. To date, the Club's online community unites about one and a half thousand people. More than 160 Club members take part in the rating by registering their trophies. During the current year, the number of Club members has increased by almost 200 people. 98 Club members have registered new reports this year. 61 people have been nominated for Club awards. The President of the Club, Eduard Bendersky, addressed the guests with a welcome speech. He spoke about the opening of the Shooting Club 7.62, a unique sports and leisure complex in Moscow. The club has a 300-metre gallery, a 50-metre gallery for training with long-barrelled weapons and moving targets, and three 25-metre galleries. It can host training sessions for all levels, as well as themed and corporate programmes. Bendersky drew the attention of all Club members to an article by Arsen Dotsev published in the December issue of the Russian Hunting Journal. It describes the results of research on biological samples collected by Club members at the Federal State Scientific Institution "Federal Research Centre for Animal Husbandry - VIZh named after Academician L.K. Ernst". One of the first projects of the Club since its foundation was the project of collecting samples of tissues of mountain ungulates during hunting expeditions to the most inaccessible places. More than 300 samples were collected by members of the Club. Based on the results of their processing, scientists have clarified the classification of a number of mountain animal species. The aim of the project is to create a national 'gene bank' of mountain horned specimens. It was during this work that the genetic difference between the snow sheep of the Kharaulakh mountain range in Yakutia and other sheep subspecies was identified. As a result, it was decided to include the Kharaulakh Snow Sheep in the MHC rating tables and it was given the official scientific name OVIS NIVICOLA ERNSTI. Thanks to close cooperation between the Club and the Institute, research is currently underway to clarify the taxonomic status of Marhur populations in Tajikistan and Uzbekistan. Full genome genotyping was carried out on 6 samples from Tajikistan (Shurabad and Darvaz districts) and 11 samples from Uzbekistan (Surkhandarya region). As a comparison group, 4 samples of marhur from Pakistan belonging to different subspecies were included in the study: Suleiman (n=2), Kashmir (n=1) and Gilgit or Astor (n=1). The analyses showed that populations from Tajikistan and Uzbekistan formed their own clusters. This suggests that each of these populations has its own genetic identity. It should also be noted that samples from Tajikistan were phylogenetically closer to samples from Pakistan than samples from Uzbekistan. Eduard Bendersky encouraged Club members to continue collecting samples during their hunts and to submit them to the Club administration for further study at the Institute of Animal Husbandry and the creation of a 'gene bank' of horned specimens. The Club continues to implement environmental projects. A programme for the study, conservation and rational use of a new subspecies of snow sheep in the Kharaulakh mountain range and a project to restore the numbers of Caucasian chamois and Bezoar goat in the North Caucasus. Such large-scale conservation projects would not be possible without the financial support of the Club's benefactors, project sponsors and participants in the Club's annual auction. Guests at the evening's event were treated to hunting trips from the Club's partners, mountain hunting equipment and works of art. The Dikiy TV channel, in support of the Club, provided one of its members with the services of professionals to make a film about the hunting expedition, which will later be shown on the channel. Participants of the evening had an opportunity to get acquainted with unique developments of Russian companies - carbon fibre chassis for carbine, innovative muzzle brake of closed type. The Excelsior chassis from Raven Arms was of great interest to the evening's attendees. It features a precision folding mechanism and additional locking of the bolt and trigger in the folded position. The folding mechanism is completely free of backlash and has a tremendous service life, and the option of instant one-button adjustment of the buttstock or cheekpiece is important for quick and responsible shooting in difficult mountain hunting conditions. The weight of the chassis complete with folding mechanism and buttstock adjustment is 1600 g. No less interest was aroused by the new model of Magnum closed muzzle brake developed by NEOTEC Moderators, a Russian company specialising in the production of moderators for hunting weapons that meet the highest requirements in terms of quality of manufacture and use. The company's production is located on the territory of the Russian Federation. The Club President thanked the Club's new patrons and presented them plaques: Razzhivin Sergey - silver level benefactor Oleg Yukhnevich (Chairman of Belarusian Safari Club) - Bronze level benefactor This year 61 people became nominees for prizes and awards of the Club. As usual, at the end of the evening there was an exciting hunting awards ceremony. Tatyana Aramileva, President of the Russian Union of Hunters and Fishermen, took the floor to award the Club members with the "Magnificent Seven" and "Mountain Five" prizes. She congratulated the participants on the coming New Year and wished them tenacity in achieving their goals and reaching new heights in mountain hunting. She noted the contribution of trophy hunting to the protection of wildlife and its habitat. Then Edward Bendersky, President of the Mountain Hunters Club, presented the club awards. AWARDS of the ASSOCIATION   Everyone at the event commented on the warm and friendly atmosphere of the evening. Time passed unnoticed in the emotional communication of old friends, and many people found new like-minded colleagues. Traditionally, the organisers set a black tie dress code, which added to the solemnity of the evening.

Checking the weapon, choosing a cartridge, practising a good long-range shot - these are tasks that every hunter solves long before setting off in search of the next trophy. The Moscow region probably has a better developed shooting infrastructure than other places, but it is not enough to fully satisfy the needs of our community. In 2023, the Long Range Shooting Federation (LRSF) found an opportunity to build a shooting line and target system at the shooting range of the Moscow Combined Arms Command School in the Noginsk district near the village of Pochinki. The shooting line was raised 3 metres above the ground, equipped with wooden decks and a roof was built. For the purpose of ecological education and upbringing of the youth of Bulunskiy ulus, thematic puzzles were created for use in kindergartens and junior high schools. V. Alekseev, Director of Primorsky Municipal Enterprise, held a presentation of the Program on the snow ram in the municipal education department of Bulunskiy ulus, which was attended by school principals and kindergarten principals. The puzzles were handed over to educational institutions to be used in the educational process. Reznik, the Chairman of the State Duma interfractional working group on improvement of the legislation in the sphere of hunting and conservation of hunting resources on the procedure of import into the Russian Federation of components of cartridges used for personal use in handloaded cartridges for firearms of long-barrelled weapons: “As the Chairman of the inter-factional working group of the State Duma on improving legislation in the field of hunting and conservation of hunting resources, I regularly receive requests from hunters and sportsmen concerning clarification of the order of movement across the border of the Russian Federation in accompanied or unaccompanied baggage, by forwarding in international mail or otherwise, components of cartridges for civilian weapons intended for personal use handloaded cartridges for sports and hunting long-barreled firearms, in accordance with the federal law "On Weapons". In practice, there are cases when customs authorities detain batches of components of cartridges for civilian weapons (cartridges, bullets, primers, and gunpowder) due to the relative large number of items, lack of information required for the release of goods, or on the grounds that the goods do not meet the criteria for classifying goods as goods for personal use. The All-Russian Public Organization "Federation of High-precision Shooting of Russia" presented its position on this issue, which confirmed its relevance and noted the specifics of training and participation of sportsmen-hunters in training and competitions, associated with the use of a large number of handloaded cartridges of different calibers. The Federal Customs Service of Russia, Ministry of Sports of Russia, Ministry of Transport of Russia, Rosgvardia also presented their positions. The results of the consultations were summarized at a meeting with the Secretary of State - Deputy Minister of Finance A.V. Sazanov and are as follows. Separate consignments of cartridges for civilian weapons (cartridges, bullets, primers and powder) related (classified) by customs authorities to the goods for personal use on general terms stipulated by paragraph 4 of Article 256 of the Customs Code of the Eurasian Economic Union, on the basis of the following: 1) the statement of a person about the goods transported across the customs border ( in oral or written form); 2) the type and quantity of goods; 3) the frequency of movement of goods across the customs border by (or to) a person. In relation to cases, bullets, primers and gunpowder recognized as goods for personal use, the general cost, weight and quantity norms for the importation of goods for personal use, established by the Decision of the EEC Council dated December 20, 2017 No. 107 “On Certain Issues Related to Goods for Personal Use” apply. ". In particular, the decision contains the following standards for the importation of cartridges and bullets for personal use, depending on the method of importation: - imported in accompanied and (or) unaccompanied baggage by air transport - the value does not exceed the equivalent of 10'000 euros and the weight does not exceed 50 kg (applicable for cartridges and bullets); - accompanied and/or unaccompanied baggage, other than by air or on foot - from 1 April 2023 the cost does not exceed the equivalent of EUR 500 and does not exceed 25 kg (applicable for cartridges and bullets as well as for primers and powder, subject to the qualifications below); - delivered by the carrier - from 1 April 2023, not exceeding the equivalent of EUR 200 and not exceeding 31 kg (applicable for cartridges and pellets, for primers and powder: check the legal capacity of the carrier, subject to the reservations below); - international mail - from April 1, 2023 - value not exceeding the equivalent of 200 euros and weight not exceeding 31 kg (applicability for cartridge cases and bullets should be further clarified with the operators). In addition, it should be taken into account that the importation of primers or encapsulated cartridges may be carried out only on the basis of a document issued by the Rosgvardia. Besides, the individual's importation of gunpowder for handloaded cartridges does NOT REQUIRE a SPECIAL permit and is allowed by the owner of a hunting weapon, provided the gunpowder is purchased in retail outlets (if there is a confirming document of purchase) and a permit for keeping and carrying hunting weapons, or by the owner of a sport weapon, if the owner has such a permit. Thus, compliance with the above rules allows hunters and sportsmen to import into the territory of the Russian Federation components of cartridges for civilian weapons intended for personal use - handloaded cartridges. Also a general recommendation, quite applicable and in certain disputable situations, is the expediency of providing to the customs authority the most detailed information to confirm the attribution of the cartridges, bullets, primers and powder to the goods for personal use: permission to keep and carry long guns, hunting ticket, documents confirming membership in sports organizations and other documents". On December 15, the traditional New Year's Eve party of the Mountain Hunters Club took place. The President of the Club, E.V. Bendersky, addressed the participants of the meeting. He noted that today the Club's online community unites 1,283 people. 139 club members participate in the ranking by registering their trophies.It is pleasant to note that over the current year the number of Club members has increased by more than 200 people. The club expands the circle of not just mountain hunting enthusiasts, it unites those who share the principles of proper ethical nature conservation hunting. More than 2000 reports have been registered by the Club members, this year alone 67 Club members have posted new reports. More than 35 people became nominees for the Club's awards.Many members of the Club carry out propaganda work, explaining to the public the close connection between hunting and wildlife protection.Fruitful cooperation with the Wild TV channel allows you to expand the audience.The Club has also initiated several practical environmental projects.E.V.Bendersky spoke about the implementation of the Club's environmental initiatives. This year, with the financial support of the Club members, the second stage of the program for the study, conservation and rational use of a new subspecies of the snow sheep of the Kharaulakh ridge was implemented, developed by the KGO together with the relevant departments of the Ministry of Ecology and Nature Management of Russia, the Ministry of Ecology and Nature Management of Yakutia, as well as a number of scientific institutions in Russia. The start of this program was given thanks to the scientific work of the All-Russian Institute of Animal Husbandry on genotyping biological samples of snow sheep, including those collected by members of the Club. Thanks to the research of Natalia A. Zinovieva (director of the Institute) and researcher Arsen Dotsev, the genetic difference between the snow sheep living on the Kharaulakh ridge in Yakutia from other subspecies of sheep was revealed. In August 2021, an expedition was undertaken to carry out current accounting work and collect scientific information about this subspecies of sheep. Based on the results of the first stage of work under this program, it was decided to include the Kharaulakh snow sheep in the rating tables of the KGO, and reasonable recommendations were given to international hunting clubs on the allocation of this subspecies in their trophy categories. This year, scientists of the Institute of Animal Husbandry gave the new subspecies of snow sheep the official scientific name OVIS NIVICOLA ERNSTI - in honor of the founder of this institute, the Russian scientist breeder and geneticist Lev Ernst.This year, together with the Institute of Biological Problems of the Cryolithozone of the Siberian Branch of the Russian Academy of Sciences, studies of seasonal movements and possible distribution boundaries of the snow sheep in the mountains of the Kharaulakh ridge were conducted using radio collars of satellite telemetry. Two expeditions were conducted to catch and tag animals with collars, their movements were tracked. Biomaterial was collected for further study, 4 camera traps were installed, data were collected on route records to estimate the population size. Currently, all collected data is being processed. Next year, work will continue on the capture and tagging of snow sheep individuals.At the expense of the Mountain Hunting Development Fund, in order to popularize among the local population the protection of a valuable hunting resource – the Kharaulakh snow sheep - a playground was installed in the village of Tiksi.The project to restore the number of Caucasian chamois and bezoar goat in the North Caucasus, fundraising for which was started back in 2020, continues to develop:After the completion of the creation of the infrastructure of the aviary nursery, starting from 2021, the Department of State Policy and Regulation in the field of Hunting and the Federal State Budgetary Institution "Federal Center for the Development of Hunting" of the Ministry of Natural Resources of the Russian Federation, with the support of the Club, is trapping animals to create breeding stock in the nursery. Today, the nursery contains 7 individuals of chamois and 5 bezoar goats. Of the 7 chamois, one was born as a result of a full breeding cycle with an aviary in our nursery, the second cub was born from a captured female. Two more individuals of the bezoar goat have been captured and are still in quarantine in the Republic of Dagestan. It is impossible not to note the contribution to the implementation of this project of the head of the hunting Department of the MPR Filatov A.A. and the director of the Federal State Budgetary Institution "Federal Center for the Development of Hunting Economy" Morgunov N.A.At the moment, the work on trapping animals continues.The implementation of such large-scale environmental projects would have been impossible without the financial support of Club members, project sponsors, participants of the annual Auction of the Club.The President of the Club celebrated the new member of the Presidium of the Club Denis Morozov with the presentation of a commemorative plaque and badge.Jose Antonio Hernandez-Blanco, Senior Researcher at the Severtsov Institute of Ecology and Evolution of the Russian Academy of Sciences, made a presentation on the Kolyma Large Mammal Research Program.An auction was held to raise funds for the implementation of environmental projects of the Club: restoration of the number of mountain ungulates of the North Caucasus and the study and conservation of the snow sheep of the Kharaulakh ridge.The most emotional and solemn part of the evening's program was the awarding ceremony of the Club members with prizes and awards.
